Germany has already given 4.5 billion euros in aid to Syria since 2012.

The Syria crisis is the world's largest protection and displacement crisis and 13.1 million people are in need of humanitarian assistance and protection inside the country. "We can not accept the war moves towards what is essentially a huge refugee camp", Jan Egeland, a senior United Nations adviser on Syria, said of the northwestern region.

Meanwhile, speaking at the conference, Deputy Prime Minister Recep Akdağ said the worldwide community had failed the test of sharing the burdens and responsibility with regards to the Syrian crisis.

UN Syria envoy Staffan de Mistura on Tuesday urged the worldwide community not to allow a fresh humanitarian catastrophe to unfold in the rebel-held northwestern province of Idlib, on the Turkish border, which has seen a massive influx of people fleeing the conflict.

Russian Federation and Iran have given Assad crucial support throughout the seven-year war in Syria, which has killed hundreds of thousands of people and uprooted millions. This was in part because Assad's government has paid little interest in them, and Russia, Iran and Turkey launched a rival process in the Kazakh capital Astana previous year. "This conference didn't go almost far enough to provide adequate support to the millions of Syrians in need of assistance and who are left facing an uncertain future".

He said that "Idlib is the big new challenge - 2.5 million people. there are women, children, civilians, and this is looming up there".

"The bitter truth is that despite all our combined efforts conditions have deteriorated".

UN deputy aid chief Ursula Mueller also told the UN Security Council that the situation in rebel-held Idlib was "catastrophic" with tens of thousands of displaced Syrians from Eastern Ghouta and elsewhere seeking refuge there. The geographical advances of the regime show just how much Assad has gained in the north, and that is changing the game.

Mogherini underlined that the European Union - along with many around the table Wednesday - refuses to help rebuild Syria until meaningful peace moves to end the conflict resume in Geneva.

"There would be a direct interest in Moscow as well as Tehran and I limit myself to those two capitals to identifying ways to contribute positively to a political solution", Federica Mogherini, EU Foreign Affairs Chief said. "Let us hope that the worldwide community is keener to reach a political solution".

"We are seeing an escalation in military activities which is exactly the contrary" of what Russia, Iran, and Turkey promised to work toward, she said.

Staffan De Mistura, the United Nations special envoy on Syria, added that while he had not been "expecting a breakthrough" on the political front at the conference, that he was pleased "we did not have confrontation in the room".
