A top government ethics official also has urged the EPA to look into possible violations linked to Pruitt's spending habits, his favorable condo lease from a lobbyist previous year and his personnel decisions.

Democrats have pointed to Pruitt's spending to excoriate President Donald Trump over his campaign pledge to "drain the swamp" in Washington.

- The nonpartisan Government Accountability Office determined that the EPA violated federal law by purchasing a $43,000 phone booth for Pruitt's office - and then hiding that purchase from Congress.
